It looks like a hidden browser. Like Mozilla.

that looks like your wireless connection indicator... do you have wireless on your computer? (thats what mine looks like >.> ) did you double click it? or right click?
Do you mean the line underneath or the wireless signal bars? If you mean the line, try right clicking it or drag it out, check also in your task manager what is running in the background.

if u still didnt fix the problem, could u upload a picture by using the screenshot button? o_o
from my point of view it looks like its connected to the upper part xD, like.. is it across the whole screen or only in the part u took a picture of?
or maybe ur screen is broken xD? a screenshot would help alot

(1) if it is picked by a screen capture, then it can be an application or something running an wrongly located in the screen. Under this condition, if you think it is a hidden browser or something similar, you can go to the Task Manager and see if a browser (or another application) would be running and you would have no access to it. Then you can kill the application from there (end task).
(2) If the blinking line is not picked by a screen capture, then there is a problem with the screen (can be the settings, the or something else)

on the screenshot it looks perfectly fine. it's most likely the screen which is broken. it's a laptop? xD
if u still have the warranty u should let them fix it o:!
This is strange, the screen cap doesn't show the line. Did you try to mess a little with the video configs?
If it was any software running the screenshot would show it.

The only way we can help you out more OP is if you come back and answer, otherwise we can just guess.
Though mine is she/he meant the white line under the taskbar which cannot be another window of a program because they are never on top of the taskbar. This could just be your screen though
I kinda get it now. I guess the problem here is my screen. Not the window.
