Issue: EDITING function symbols not working or not seen

Formerly, selecting BASIC under editing functions in General Settings gave me a menu of some functions, and WYSIWYG gave me entire editing menu. Now, even though I changed my general settings to WYSIWYG, I have no advanced editing anywhere (no menu at top) and although I SEE emoticons to right of posts or below posts, and can HOVER over them, they do not work to post the emoticon in th thread. However, typing them into my post with their colon symbols works.
