I always thought that was like one of the last vestiges of Atori not accepting his sexuality that he wouldn't suck Tooru and he wouldn't let Tooru top. To me their relationship wont' be 'right' until he gives al ittle in the bedroom. personally I thought that *should* have happened in rules v3 but I always thought maybe sensei just ran out of room in there since we get a better view of Tooru's emotional changes in Song Birds. She's said she loves Hikaru so much she wants to keep drawing dj related to that universe so maybe we'll have more in the future
