That IS what I'm looking for... but it doesn't compress enough I need something that can compress avatars less than 20 kb preferably *I wonder how on Earth the pros on Aarin can do it
Try making it a GIF file.
Hm...If it's something you make in Photoshop, the only thing I can recommend you to do is to use magnify when you're photoshoping, and then try and make everything smaller for that. Other than that, I don't think it's possible to compress .png images to less than 50kbs(for me at least).
Hmmm... does GIF files support transparency as well?
According to Wikipedia:
"Raster file formats that support transparency include GIF, PNG, and TIFF, through either a transparent color or an alpha channel."
Buuut. Transparency in .png files might show up as gray in IE.

You can reduce the file size by using the "save for web" option ^____^
If you have IE6 then the transparency of .png will be gray.
