What is download abuse?

Hi I was just wondering what in the world qualifies as abusing a download as many times when I go to download an anime I see
it's been removed because of abuse
or the uploader requests that you don't "abuse" a certain download

Could anyone explain this to me so I don't unintentionally do it.

Oh and I apologise if this question has been asked before
I searched download abuse and well it was just too many results.....I felt lazy.

One example is:

Say I have files on my server for aarinfantasy members to download, then some unscrupulous person comes along, and instead of just downloading the file - they decided to copy the link - and proceed to post the download link on other websites all over the place that I don't even know about. Before I know it - a lot more people than aarin members are downloading my file and eating up my server bandwidth without my permission.
