Are we allowed to request seeders for torrents?

Hello! I am trying to access the files from this torrent here: https://nyaa.si/view/1614262, but there are no seeders. Is there any way I can get access to these files? I searched the forum and it has almost all of the files I'm looking for, except for the Final Act CD. Where can I find the Final Act CD?
