Japanese Language Help (Laptop Display)

I seem to be experiencing problems on my laptop when it comes to Japanese characters. On websites the display seems fine it's just the files I have on my laptop. I get these square blocks, dots, and dashes where characters are suppose to be (mainly for names of files and in 'notepad'). Is there a way to fix this?

Currently using a windows 7.

*I have switched my system locale to Japanese already, its helped a lot. But still have some characters not showing up.

@Cubix; To be honest, I used to have the same problem before, it wasn't just Japanese either (Korean, Chinese). I don't remember if this is how it was done a while back but give this a try? Go: Start > Control Panel > Region and Language > Administrative > Change System Locale > Japanese (Japan). Then just restart your laptop and see if it works? If not I'll go and check on my laptop and see what the settings are for it.

Oh sorry, did not see that you already tried that! There is a thread here about it. I found this as well on a similar thread:

Go to "Start > Control Panel > Appearance and Personalization > Fonts"

for view by "Small & Large icons"
Go to "Start > Control Panel > Fonts"

On the left side click "Font settings"
UNCHECK "Hide fonts based on language settings" press "OK"
and than RESTART your computer.
