I newly bought an optical cable mouse, when I plugged into my laptop the cursor just stuck on top of the screen can't move up or down..but the cursor can move left and right.... When I use it on desktop, it works properly...how come?

Maybe drivers?
Try going into Device Manager and updating the mouse drivers.
1. Search for Device Manager in the start menu's search text box.
2. Open Device Manager
3. Expand "Mice and other pointing devices"
4. Right click the driver for your mouse. I'm not sure what the name will be exactly, but I think it should say "HID compliant mouse"
5. Click on "Update Driver Software"
6. Search automatically for uploaded driver software
If that doesn't work, you might want to try re-installing the drivers. Starting from step 4, Click in "Uninstall". Then disconnect your mouse and stick it back in.
I'm not sure this will fix the problem, but it's worth a try.
Well, might sound kind of dumb, but could it be caused by the mouse-pad? Optical mouses are sensitive to colors so try using the same mouse-pad u r using with the desktop computer, maybe it helps

Is it a USB mouse or a Ps/2 mouse? Have you tried plugging it into a different USB port?
Additionally this a variation of PeachTea, but did you see an unknown device under HID devices? Does the computer seem to recognize the mouse at least in device manager?
1. Go to start then printers & devices
- was there a HID -devices option?
2. If yes, navigate to HID-devices, right click Unknown Device and then choose search for drivers.
3. Install driver manually locating the file pointing to C:/Windows/Winsxs. Click OK
4. After successful installation, Reboot the machine.
Maybe try running the windows trouble shoot? Open the Hardware and Devices troubleshooter
