If you install a game without the System Locale set to Japanese, you get a bunch of characters that aren't Japanese. If you happen to switch the system locale AFTER installing a game that does this, the text won't change to Japanese, it stays broken. So yeah. XD
Actually had this happen to me with DMMdrc when I tested it on my work computer without Japanese System Locale.
Had to disable the System Locale recently on my home computer so I could install my new Sims 3 expansion packs, and forgot it was off, so when I tried launching a VN game I got bombed with errors. XD Oopsie!!
