Actually, that's part of his route.
His route "restarts" the game, you wait until you past that "bugged" scene

So I have a legit copy of the game..and I got to the point in Noiz's route where it's all weird and glitchy-like, so I went through it. But after what seemed the end, my game is stuck on a black screen? I'm just going to shut my computer off at this point because it blocks my whole desktop. Has anyone else had this issue?

EDIT: okay I checked the guide, and it's probably because I made the wrong choice while en route to the good ending. I still don't know why it wouldn't let me exit the game in any way or return to the title screen... but it's working fine now on the good ending.
