Silver Chaos II installing error

I downloaded and extracted Silver Chaos 2, Artificial Mermaid--but I can't get the boot.exe to run! It just says, サブ起動ファイルの起動に失敗しました and the only option is to click OK. I know that says something about startup file, but I don't know what's wrong =/


Any suggestions how to fix this? Google was no help.

But I can play the game.
Did you change your computer to Japanese when installing? If still cannot, I think you need to download again the file
