Issue: Album upload manager

I have two albums: One is empty and the other has 11 pics in them. The "file upload manager" won't dump files that haven't been used in an hour or that have been deleted. So my space is used up at 9.99 out of 10mb. I have tried to delete the thumbnails, even moved them into a folder and deleted folder, but it doesn't work.

Is anyone else having this problem? How can I get it to dump the thumbnails from the manager?
