Kuro no Tsuki - not installing?

I looked through the threads, but I couldn't find anything related to my problem. :\

I've downloaded the .rar file and unzipped it, and in the folder I have four files: autorun.inf, MOONPARROT.ico, 蒼黒の月-インストール.EXE, and 蒼黒の月-ｽﾀｰﾄﾒﾆｭｰ登録.EXE (I ran the last two file names through google translation and they both seemed to be for installation, but I don't know what the difference between them is).

When I click on either of the .exe files, I get this message:

I've set my computer to Japanese, so I'm not sure why the error message is coming up so strangely. I really can't tell what the problem is. :\ Any help would really be appreciated!

Redirect the install to any other folder. Don't try to install at default location.

Switch to Japanese. The fact that your error message doesn't display the kanji of the file title is a clear indicator that your system has not been set to Japanese.

BL games will refuse to install or play if you don't do this first.

You don't need to switch languages, believe me. Either change the target folder or use Applocale.

what is Applocale?

I'm having the same problem too!
Please advise, how to change the target folder?, 'cause i got this error just right after i double clicked on .exe file, nothing else to choose or change, the installing wizard's not coming up.

right click on .exe file --> choose Properties --> choose Run this program on Windows 98/Me
