Can't get Ore No Shita de Agake to work

I downloaded the game multiple times in case it was a bad file and I have my comp set to Jap but when I dbl click the setup app. I get an error message about the Setup Utility.

do you have daemon tools? since it has to be installed with the virtual disc and also played with the virtual disc. And also, perhaps restarting might work?

Hm... Probably we are not talking about the same problem, because the only one i had, was at the begining of instalation itself [not just launching setup], but are you sure that 'language for non-unicode programs' is set to Japanese?
Game refuse to install with AppLocale, but after changing language for non-unicode programs, works without any problem...
Tested on XP and Vista, MegaUpload links used for download.
Image file size (bin): "799 MB (838 285 728 bytes)".
One more thing... does your account have administrative rights?

XP : Control Panel -> Regional and Language Options -> Advanced
Vista: Control Panel -> Regional and Language Options -> Administrative
