but even with applocale and setting my comp to jap, timezone and all, it doesnt work. any ideas?

'Language for non-Unicode programs' (Control Panel -> Regional and Language Options -> Advanced ) have to be set to Japanese when UNPACKING the file (probably it's just about file name or sth) and launching the game.
7-zip used to unpack, and it works ^^

How exactly do you do this?

It isn't that hard explained...
You click on start -> click on your control panel -> there you have an icon Regional and Language Options -> opens a window with a tab called Advanced and set it to Japanese
