Is allowed only when a fansub/scanlation is openly doing it, if the group in charge of the translation has stop the distribution, then pls don't post it in the forum.
So if there are still torrents of the licensed anime on the BT link list, I can still send them to people on the forum? :3
In theory: yes. And if there's any problem don't worry, a mod will contact you.
