I already installed the game but i can't seem to run it because it said that the program can´t start because I need d3dx9_43.dl

Make sure your DirectX drivers are up to date!

The official download from Microsoft, download and run. (Lastly, which version of Windows are you running?)

By the by, you don't need to change your actual LANGUAGE of the computer to Japanese, just the System Locale. The rest can stay in your default language.
