Help with Cox-Bax

After downloading and using the unecm program to get the .img file, I mount the .img file and install it with no problem. Then I installed the patch with no problem but once I start the game I get an error that says,

"Error: loader couldn't initialize service!"

I'm using Windows 7 and have the computer locale set to Japan. Anyone had this problem and knows how to solve it?
