I am not a computer expert but I can do some translation
It says that it cannot change the Characters from ANSI to UNICODE. There are some Characters cannot be correctly displayed/ translated. You need to confirm whether or not the data is displaying correctly, but the data file might be damaged.

Yes that right . In other words : make sure that japanese is properly installed on your computer ( that means : every regional parameters and all set to japanese ), or try to download again the file ( it may be corrupt ? ) if the first solution doesn't work.
