If you can add Yue from Card Captor Sakura
and Ogata and Touya Koyo from Hikaru No Go
that would be wonderful!

New batch of cards is added once a year. The last time (on december 07) everyone was allowed to submit 3 pics of three characters he/she liked. You've to wait until the next one.

Yeah what Gokunaruto said. But in the meantime, you can go to one stop shop-section. There are some shops that make cards of the characters you like, but can't find in iShop. You just add the cards in your sig when they are done. ^^
